The Energy Performance of Buildings Regulation (EPBR) require the air conditioning inspections to be completed every five years for systems put in place on or after January 1st, 2008.

What is an Air Conditioning Inspection?

The Air Conditioning Inspection’s sole focus is to seek improvements in energy efficiency, resulting in lower energy bills and reduced CO2 emissions. After the system is thoroughly inspected by an accredited engineer, recommendations are made to improve the operation of the system. We often find that we can recommend no-cost or low-cost solutions to quickly reduce running costs by at least 10% as a direct result of our inspection.

The person who controls the functioning of the air conditioning system has a legal responsibility to have a TM44 Inspection. For multi-let buildings, such as offices and shopping centres, this is usually the tenant’s responsibility. The inspection must be carried out by an independent consultant who recommends cost-effective improvements, and is policed by local Trading Standard officers. Financial penalties are issued to landlords and tenants who fail to have their air conditioning systems inspected. Solicitors generally request sight of the document before they complete property transactions, as companies and organisations could experience reputational problems for failing to comply.

Separate cooling systems provided solely for process applications such as cold stores are exempt, and do not have to be inspected as part of this regulation.
